Governor rolls up session after Assembly blasts his rule

Balochistan Governor Nawab Zulfiqar Ali Magsi adjourned the session of Balochistan Assembly for an indefinite period on Tuesday after members adopted a resolution against imposition of governor’s rule in the province.It was first meeting of Balochistan Assembly chaired by Speaker Syed Matiullah Agha after ouster of Raisani government that started two hours behind the schedule.

 

When the members reached the assembly the Frontier Corps (FC) personnel deployed there barred their entry but some of the members, including the speaker managed to slip inside.Later, the members were allowed to enter after a Governor Secretariat order stated the assembly was still functional and the speaker can chair the session. After the proceedings, the speaker adjourned the session until January 18. But the governor adjourned the session for an indefinite period, according to an official handout issued later.

 

During the proceedings, the assembly also adopted a resolution against the twin blasts at Alamdar Road that claimed more than 100 lives, demanding judicial inquiry of the tragic incident. The members also criticised police for a raid at the residence of PPP leader and former minister Ali Madad Jattak and the speaker summoned IG Police at the assembly.Mir Shahnawaz Marri, Aainullah Shams and Syed Ahsan Shah moved the resolution against imposition of governor’s rule demanding the federal government withdraw the notification of governor’s rule issued under article 234 of the constitution.

 

Debating on the resolution, Marri said that dismissal of provincial government was an insult to the members of the house and they demand the federal government withdraw the notification and allow the provincial government to work. Ali Madad Jatak said they had offered the federal government to bring in-house change and replace Chief Minister Raisani before the decision to impose governor’s rule was taken.Asad Baloch of BNP-A also demanded the federal government withdraw the notification. Aainullah Shams said that the assembly business was run in a peaceful environment during last years; therefore, “we demand withdrawal of notification”.Ahsan Shah of BNP-A said they had meet with Prime Minister Raja Pervaiz Ashraf at the Governor House and conveyed him that CM Raisani was ready to tender his resignation and coalition partners of the Balochistan government would accept the in-house change.

 

The speaker then put the resolution to the house that passed it unanimously.The second resolution was moved by Ainullah Shams that said provincial assembly was equally partner in the grief and sorrow of the martyred and injured people in the bomb blasts at Alamdar Road. He said that the house strongly condemned the blasts and demanded formation of a judicial inquiry committee comprising judges of Balochistan High Court so that the perpetrators could be brought to the book.Ainullah said that Islam was religion of peace and strongly prohibits causing trouble to other people.It was the responsibility of state to ensure security to the people, he said, but he added that “law and order is not satisfactory in other parts of the country including Karachi and Peshawar”.Ali Madad Jattak, Syed Ahsan Shah, Jay Parkash, Dr Abdul Razzaq and other members also condemned the blasts and murder of more than 100 people and said that perpetrators of these blasts did not belong to any religion or creed.

 

They said that minorities were being targeted due to which they were compelled to migrate to other countries since they felt themselves completely insecure.“Intelligence authorities should play their role in curbing terrorism,” they stressed. The members also supported the demand for a judicial inquiry committee to investigate the gory incident and when the chair put the resolution before the house, it adopted it unanimously.Earlier, speaking on a point of order, Ali Madad Jattak said that police and other law enforcement agencies violated sanctity of his residence by carrying out a raid and seized his legal weapons, vehicles and arrested seven bodyguards.

 

Police actually wanted to arrest me but later they arrested my bodyguards,” he said, adding that raid at his house was carried out on directives of the chief secretary. They were being punished for their loyalty to province and he would seek justice from the apex court, he added.Maulvi Abdul Samad of JUI-F, Asad Baloch and other members strongly criticised police for raiding Jattak’s house and termed it against the tradition of Balochs and Pashtuns. They said that if they had any allegation against Jattak then constitutional and legal course should have been adopted for his arrest, but the raid was conducted all of sudden that had violated the privilege of this august house. Upon this the speaker directed assembly secretary to summon IGP and other police officials at 11am at speaker’s chamber.
